Picking out a floor plan is the fun part. Getting it set up on your land in Union County, whether that's near El Dorado or out toward Camden or Magnolia, takes a little more planning. This guide covers who regulates manufactured home installation in Arkansas, what the state rules expect of you as the buyer, which local offices to call about permits, and how to get your site ready for delivery. It's written by El Dorado Home Center, on Junction City Highway in El Dorado.
Manufactured home installation in Arkansas is overseen by the Arkansas Manufactured Home Commission (AMHC), part of the Arkansas Department of Labor and Licensing. The Commission certifies and licenses manufacturers, retailers, installers and salespersons. It is also approved by HUD to enforce the federal Manufactured Home Construction and Safety Standards in the state.
That matters to you for one big reason: the person or company setting up your home has to hold an Arkansas installer license. The Commission's current rules (effective June 14, 2024) make it a violation to install homes in Arkansas without being properly certified, and new installers must complete Commission training and pass an exam before they are licensed. The AMHC offers an online license search so you can confirm an installer's or retailer's license yourself before work starts.
You don't need to memorize the rulebook, but it helps to know the basics so you can ask good questions. Under the Commission's installation rules:
If you have questions about inspections or a consumer complaint, the Commission asks homeowners to contact the agency directly.
The state rules put one job squarely on the buyer: purchasers must provide a site suitable for placing the home. In practice, that means thinking about the ground before the home ever leaves the factory.
The rules call for removing decayable material like stumps and roots from under footings, setting footings on undisturbed or well-compacted soil, and making sure the installation doesn't cause water to pond under the home. Soil type and bearing capacity have to be determined before the foundation goes in. South Arkansas gets plenty of rain, so drainage deserves real attention. If your land may sit in a flood hazard area, the rules point you to your local authority or a registered engineer.
The state handles installer licensing and installation standards. Zoning, building permits, utility hookups, septic and addresses are local matters, and they differ by town and county. We haven't listed specific local fees or requirements here because they change, and you should hear them straight from the office that enforces them.
Before you buy land or schedule a setup, call:
Inside city limits: the city's permits or code office (City of El Dorado, City of Camden or City of Magnolia).
Outside city limits: the county offices. El Dorado is in Union County, Camden is in Ouachita County and Magnolia is in Columbia County, so the right courthouse depends on where your land is.
Utilities: your electric and water providers, and the county health unit if you'll need a septic system.
Ask about zoning for manufactured homes, required permits, setback rules and how to get a 911 address. Write down who you talked to and what they said.
Delivery day goes smoothly when the path is clear. Make sure the truck can reach your pad: think about the width and condition of your driveway, low limbs, tight turns, soft ground after rain, and overhead lines. Have your site cleared and graded before the home arrives, and line up your utility connections so they're ready once the home is set and anchored.
One advantage of a manufactured home is that it's built indoors at the factory, so weather delays on construction are reduced. That makes it easier to plan your site work around a delivery window.
